Verbal phrase which means victorious in a situation of competition with others or difficulty. This expression probably has its origin in the game " tug-of-war " where the two sides pulling at the end of a rope with a pool of water or mud in the middle. The side that lost fell into the pond on all fours like cats and effectively the winner side cat was taking water. There are other explanations.
